For the first time I've put my scope on the PSU's and noticed that all my V 1 5V HD Placids are showing significantly more HF noise than a linear regulator I recently purchased from DIYINHK.

Oddly, the HD Bipolar V1s are not so noisy? I'm guessing the difference is noise from the DAC?

The linear regs are giving me around 5mv of noise connected to a BIII - should I expect better from a Placid HD 2.1?

Yes - the new Placids are considerably more stable - and likely what you are seeing is a result of the close to the edge design of the older version.
